Commissioner Goettel, Chair, called the meeting of the Administration, Operations and Budget  
Committee for Wednesday, October 23, 2024 to order at 12:01 p.m.

3.A. 2025 Proposed Budget Presentation - Capital Budget and Fees  
Commissioner Debbie Goettel gave a brief overview and handed the floor to Susan  
Carlson Weinberg, Capital Budget Task Force Chair. Ms. Carlson Weinberg introduced  
the 2025 proposed Capital Budget and 2025-2029 Capital Improvement Program. The  
2025 proposed Capital Budget and 2025-2029 Capital Improvement Program was  
presented by the following individuals:  
Adam Sobiech, Capital Budget Manager  
David J. Hough, County Administrator  
Commissioner Goettel opened the public hearing on the 2025 proposed Capital Budget  
and 2025-2029 Capital Improvement Program at 1:36 p.m. There being no individuals  
who provided comment the hearing was closed at 1:38 p.m.  
Commissioner Goettel briefly recessed the meeting at 1:40 p.m. before reconvening at  
1:45 p.m.  
Mr. Hough introduced the 2025 proposed Fees schedules. The 2025 proposed Fees  
schedules was presented by the following individuals:  
Joe Mathews, Chief Financial Officer  
Commissioner Goettel opened the public hearing on the 2025 proposed Fees schedules  
at 2:07 p.m. There being no individuals who provided comment the hearing was closed  
at 2:08 p.m.

Open Forum Budget  
Members of the public will be able to call in to record a comment that will be  
played for the board at the following budget hearing. The line will be open for  
four hours starting at the end of each budget hearing. Comments should be  
related to this specific hearing. Instructions to participate are available at  
hennepin.us.  
There being no further business, the Administration, Operations and Budget Committee for  
Wednesday, October 23, 2024 was declared adjourned at 2:09 p.m. The 2025 Proposed  
Budget Presentation will reconvene Thursday, October 24, 2024 at 12:00 noon.
