for Tuesday, November 14, 2023 to order at 4:06 p.m.

2024 State Legislative Priorities and Platform  
Presentation was provided by the Intergovernmental Relations Team; Kareem Murphy,  
Brennan Furness,Kirk Pederson, Liz Young, Katelynn Ogunfolami,and Wanda Cannon.  
Susie Emmer presented Hennepin Healthcare System priorities.  
A motion by Commissioner Marion Greene was seconded by Commissioner Debbie  
Goettel to incorporate language regarding specific DNR license fees in the "General  
Government", "Operations and Administration" subsection of the Platform. The motion  
carried unanimously.  
Commissioner Fernando offered the following edits to Platform Priorities:  
1. Under "Healthcare" change title to "Healthcare Access"  
2. Under "Healthcare" change "culturally competent" to "culturally responsive"  
3. Under "HERC" insert "and clean energy" after "zero waste"  
A motion by Commissioner Marion Greene was seconded by Commissioner Kevin  
Anderson to accept all three edits. The motion carried unanimously.  
Commissioner Fernando offered the following edits to the Platform:  
1. Under section "Hennepin Healthcare System" subsection "Increase Health Equity"  
remove proposed deletion of "supporting birthing people experiencing substance abuse  
disorder during pregnancy, and expanding trauma-responsive health care. Support"  
2. Under section "Workforce Development" delete "including increasing state minimum  
wage to $15 per hour, indexed to inflation" and insert "raising the minimum wage to  
provide a living wage and reflect regional costs of living"  
A motion by Commissioner Debbie Goettel was seconded by Commissioner Marion  
Greene to accept both edits. The motion carried unanimously.  
Commissioner Anderson offered the following edits to the Platform:  
1. Under section "Climate and Environment" subsection "Natural Resources" in the first  
bullet, after "pollution and" put "manage tree waste." And also create a new bullet  
starting with "Respond.."  
2. Under section "General Government" subsection "Broadband" add a bullet point to  
read "Ensure state-administered broadband programs improve speed of existing  
services and are affordable for all residents."  
3. Under section "Health and Human Services" subsection "Mental Health and SUD"  
add a new bullet point to read "Support greater state investment in mental and chemical  
health services delivered in primary care settings."  
4. Under section "Housing" in the sixth bullet, after "revenue to" insert "and reduce  
administrative burden on"  
A motion by Commissioner Marion Greene was seconded by Commissioner Debbie  
Goettel to accept all four edits. The motion carried unanimously.

Legislative Platform and Priorities as amended by staff and  
Commissioners.
