Operations and Budget Committee for Monday, October 6, 2025 to order at 12:00  
noon.

There were no individuals who provided pre-recorded comment. There was a technical  
issue that prevented the call-in line for public comment to open following the budget  
presentations for Public Works and Law, Safey and Justice lines of business. Callers  
were encouraged to call in again during the week of October 6 for those budget  
hearings.

2026 Proposed Budget Presentation - Sheriff’s Office and County Attorney’s Office

Commissioner Debbie Goettel gave a brief overview and handed the floor to  
County Administrator Jodi Wentland. Ms. Wentland introduced the 2026  
proposed budget on behalf of Hennepin County Sheriff Dawanna Witt. The 2026  
proposed budget was presented by following individuals:  
Rick Byzewski, Director of Finance for Hennepin County Sheriff's Office  
Pat Enderlein, Chief Deputy  
Commissioner Goettel briefly recessed the meeting at 1:23 p.m. before  
reconvening at 1:32 p.m. County Administrator Jodi Wentland introduced the  
2026 proposed budget after which County Attorney Mary Moriarty presented.

Open Forum Budget  
Members of the public will be able to call in to record a comment that will be played for  
the board at the following budget hearing. The line will be open for four hours starting at  
the end of each budget hearing. Comments should be related to this specific hearing.  
Instructions to participate are available at hennepin.us.  
There being no further business, the Administration, Operations and Budget Committee  
for October 6, 2025 was declared recessed at 3:00 p.m. The 2026 proposed budget  
presentation will reconvene October 20, 2025 at 12:00 noon.
