Commissioner Goettel, Chair, called the meeting of the Administration, Operations and

Budget for Monday, October 16, 2023 to order at 12:02 p.m.

Capital Budget Public Hearing, Capital Budget Task Force (CBTF) presentation,

Fees Public Hearing and Transportation Sales and Use Tax Public Hearing

Commissioner Debbie Goettel provided opening remarks. Recommendations from the

Capital Budget Task Force were presented by Susan Carlson Weinberg, Chair of the

Capital Budget Task Force and Allen Rezak, Capital Budget Manager followed by

comments from County Administrator David Hough.

Commissioner Goettel opened the public hearing on the Proposed 2024 Capital Budget

and 2024-2028 Capital Improvement Program at 1:01 p.m. There being no individuals

who provided comment, on a motion by Commissioner Kevin Anderson, seconded by

Commissioner Jeff Lunde, the hearing was closed at 1:03 p.m.

Commissioner Goettel gave the floor to Lisa Cerney, Assistant County Administrator -

Public Works, who presented the proposed Hennepin County transportation and sales

tax use implementation plan.

Commissioner Goettel opened the public hearing on the Proposed Transportation Tax

Implementation Plan at 1:23 p.m. There being no individuals who provided comment, on

a motion by Commissioner Kevin Anderson, seconded by Commissioner Marion

Greene, the hearing was closed at 1:25 p.m.

Commissioner Goettel briefly recessed the meeting at 1:25 before reconvening at 1:33

p.m.

Commissioner Goettel gave the floor to County Administrator David Hough who

presented proposed changes to the 2024 fee schedules.

Commissioner Goettel opened the public hearing on the Proposed 2024 Fee Schedules

at 1:45 p.m. There being no individuals who provided comment, on a motion by

Commissioner Jeff Lunde, seconded by Commissioner Kevin Anderson, the hearing

was closed at 1: 47 p.m.

Members of the public will be able to call in to record a comment that will be

There being no further business, the Administration, Operations and Budget Committee

for Monday, October, 2023 was declared adjourned at 1:48 p.m. until October 23, 2023
