Commissioner Debbie Goettel, Chair, called the meeting of the Administration,  
Operations and Budget Committee for Monday, October 20, 2025 to order at 12:02  
p.m.

2026 Proposed Budget Presentation - Capital Budget and 2026-2030 Capital  
Improvement Program Public Hearing, Capital Budget Task Force (CBTF) presentation  
and Fees Public Hearing

Commissioner Debbie Goettel gave a brief overview and handed the floor to  
County Administrator Jodi Wentland and Susan Carlson Weinberg, Chair of the  
Capital Budgeting Task Force. The 2026 proposed budget was presented by  
following individuals:  
Adam Sobiech, Capital Budget Manager  
Dan Rogan, Deputy County Administrator - Resident Services  
Commissioner Goettel opened the public hearing on the 2026 proposed Capital  
Budget and 2026-2030 Capital Improvement Program at 1:31 p.m. There being  
no individuals who provided comment the hearing was closed at 1:32 p.m.  
Commissioner Goettel briefly recessed the meeting at 1:32 p.m. before  
reconvening at 1:45 p.m.  
Ms. Wentland introduced the 2026 proposed Fees schedules. The 2026  
proposed Fees schedules was presented by the following individuals:  
David McNary, Assistant Director Environment and Energy - Solid Waste  
Division  
Commissioner Goettel opened the public hearing on the 2026 proposed Fees  
schedules at 2:09 p.m. There being no individuals who provided comment the  
hearing was closed at 2:10 p.m.

Commissioner Kevin Anderson moved, seconded by Commissioner Jeff  
Lunde, to lay over until Wednesday October 22, 2025.

Open Forum Budget  
Members of the public will be able to call in to record a comment that will be played for  
the board at the following budget hearing. The line will be open for four hours starting at  
the end of each budget hearing. Comments should be related to this specific hearing.  
Instructions to participate are available at hennepin.us.  
There being no further business, the Administration, Operations and Budget Committee  
for October 20, 2025 was declared recessed at 2:15 p.m. The 2026 proposed budget  
presentation will reconvene October 22, 2025 at 12:00 noon.
