Commissioner Debbie Goettel, Chair, called the meeting of the Administration,

Operations and Budget Committee for Thursday, October 23, 2025 to order at 12:00

noon.

2026 Proposed Budget Presentation - Human Services and Health

Commissioner Debbie Goettel gave a brief overview and handed the floor to

County Administrator Jodi Wentland. Ms. Wentland introduced the 2026

proposed budget on behalf of Kareem Murphy, Deputy County Administrator of

Disparity Elimination. The 2026 proposed budget was presented by following

individuals:

Betsy David, Interim Assistant County Administrator for Human Services

Sara Hollie, Public Health Director

Joe Mathews, Chief Financial Officer

Regina Wagner, Economic Supports Director

Blaine Robertson, Business Officer for Health and Human Services

Commissioner Debbie Goettel briefly recessed the meeting at 1:40 p.m. before

reconvening at 1:51 p.m. County Administrator Jodi Wentland introduced the

2026 proposed budget on behalf of Kareem Murphy, Deputy County

Administrator of Disparity Elimination. The 2026 proposed budget was presented

by the following individuals:

Members of the public will be able to call in to record a comment that will be played for

the end of each budget hearing. Comments should be related to this specific hearing.

There being no further business, the Administration, Operations and Budget Committee

for October 23, 2025 was declared recessed at 3:00 p.m. The 2026 proposed budget
