BE IT RESOLVED, that the Hennepin County Board of Commissioners, acting as the governing body of Hennepin Healthcare System, Inc., ("the Board") thanks Dr. J. Kevin Croston and Mr. David J. Hough for serving as Interim Co-Administrators of Hennepin Healthcare Systems, Inc. ("HHS"); and
BE IT FURTHER RESOLVED, that pursuant to Minnesota Statutes Section 383B.907, subds. 1 & 2, the Board accepts the resignation of Dr. Croston from the role of HHS interim co-administrator and discharges him from the role, effective immediately; and
BE IT FURTHER RESOLVED, that pursuant to Minnesota Statutes Section 383B.907, subds. 1 & 2, the Board accepts the resignation of Mr. Hough from the role of HHS interim co-administrator and discharges him from the role, effective April 10, 2026.

Background:
In September 2025, the County retained Dr. Croston as a consultant, to provide guidance to the County regarding HHS finances and operations. Mr. Hough is the former Hennepin County Administrator; he remains employed by the county and has also provided guidance to the County regarding HHS finances and operations.
On October 21, 2025, in Resolution 25-HHS-0028, the County Board, acting as the governing body of HHS, appointed Dr. Croston and David J. Hough to the positions of Temporary Transition and Stabilization Leads for HHS.
On January 13, 2026, in Resolution 26-HHS-0004, the County Board, acting as the governing body of HHS, vested the powers and duties of the HHS administrator/CEO in Dr. Croston and Mr. Hough as HHS interim co-administrators.
