BE IT RESOLVED, that Agreement A2211527 with The National Association of County and City Health Officials (NACCHO) for the Implementing Overdose Prevention Strategies at the Local Level (IOPSLL) project during the period of August 1, 2023 through January 31, 2024, with a receivable amount of $120,690.84 be approved; that the Chair of the Board be authorized to sign the Amendment on behalf of Hennepin County; and that the Controller be authorized to accept and disburse funds as directed; and

BE IT FURTHER RESOLVED, that the sponsorship and acceptance of grant funding for the program by the Hennepin County Board of Commissioners does not imply a continued commitment by Hennepin County for this program when grant funds are no longer available.

Background:
Through Resolution 23-0014, the Board accepted $179,309.10 from NACCHO for the implementation of the IOPSLL project leading to the following accomplishments:

* The hiring of a Staff Nurse and Community Health Specialist to help staff the Medication for Opioid Use Disorder (MOUD) program
* Utilization of a nationwide network of experts in this work to inform the formation of clinical guidelines, expansion of services to include a broader range of safer use supplies, and knowledge share with other jurisdictions
* The enrollment of 33 individuals enrolled in the MOUD program
* The construction of an invaluable bridge between people who use drugs and medical care through a harm reduction approach which does not require full sobriety and still allows people to access supplies and receive wound care services

This amendment will continue this work and will continue to support the Public Health Clinic (PHC) syringe services and naloxone distribution program hours expansion.
