BE IT RESOLVED, that the award of Contract FC00000182 to Shaw Lundquist Associates, Inc for the JDC Facility Modifications project (Capital Project 1010185), in the amount of $789,308 be approved; that the Chair of the Board be authorized to sign the contract on behalf of the county after the performance and payment bonds have been properly executed; and that the Controller be authorized to disburse funds as directed.

Background:
The Department of Community Corrections and Rehabilitation (DOCCR) operates the Juvenile Detention Center (JDC) located in downtown Minneapolis. This project will make several facility modifications to maintain safety and security as well as provide efficiencies and improved working conditions. This will include remodeling the women's and men's locker rooms into staff wellness rooms with all-gender restrooms and showers, replacing the curtain-style gymnasium divider with an operable partition, modifying a sallyport to provide space for a new body scanner, converting a room into a remote courtroom, and altering another room for body camera docking stations.
Through a best value procurement process, a Request for Proposals was released on April 8, 2025. Five (5) proposals were received. Based on the results of interviews, cost, and written submittals, Shaw Lundquist Associates, Inc., received the highest score, and is recommended for this project.
Current Request: Approval of Contract FC00000182 with Shaw Lundquist Associates, Inc. for the JDC Facility Modifications project (Capital Project 1010185), in the amount of $789,308 is requested.
Impact/Outcomes: These improvements will upgrade the safety and security of the facility, enhance the service delivery and living conditions for the residents, and improve the ability to recruit and retain employees.
