BE IT RESOLVED, that the Executive Director be authorized to negotiate Lease Agreement A2613537 with the Red Lake Nation College for lease of property located at 301 10th Avenue South, Minneapolis, for the term August 5, 2026 through July 31, 2028, with a receivable amount of $12,000 per year, and that following review and approval by the County Attorney's Office, the Chair be authorized to sign the Lease Agreement on behalf of the Authority; and that the Controller be authorized to accept the funds as directed.

Background:
Red Lake Nation College (RLNC) is an accredited two-year tribal college with a main campus in Red Lake, Minnesota, and a second campus in downtown Minneapolis. The RLNC Minneapolis campus opened in 2024 and is located at 900 3rd Street South, one block from a HCRRA owned property at 301 10th Avenue South, Minneapolis (the "Property"). The Property consists of an approximately 18,846 square foot surface parking lot.
Consistent with HCRRA's Land Use Management Plan, Lease Agreement A2613537 will allow RLNC to utilize the Property as parking for employees and students of its Minneapolis campus. The lease term will be from August 5, 2026, through July 31, 2028, with an annual rent of $12,000. In addition to annual rent, RLNC will be responsible for operating and maintenance costs, and the costs of any improvements to the property.
Current Request: This request is to approve Lease Agreement A2613537 with Red Lake Nation College, for the term August 5, 2026, through July 31, 2028, with an annual receivable of $12,000.
Impacts/Outcomes: Approval of this request allows for a new lease with Red Lake Nation College, for property located in Minneapolis and protects HCRRA's interest in the property.
