BE IT RESOLVED, that Lease Agreement A2613515 with Urban Ventures Leadership Foundation,?for rental of Hennepin County Regional Railroad Authority?(HCRRA) property located between Clinton Avenue South and Fifth Avenue South in the city of Minneapolis, from September 1, 2026 through August 31, 2031, in?a?receivable amount of $1 per year, be approved; that?the Chair be authorized to sign the agreement on behalf of the Authority; and that the Controller be authorized to accept?funds as directed.

Background:
Urban Ventures Leadership Foundation is a local nonprofit corporation with a mission to address opportunity gaps in the Central and Phillips neighborhoods of South Minneapolis. In 1996, Urban Ventures constructed two soccer fields on its property adjacent to the north side of HCRRA's Midtown Corridor. To construct the larger of the two fields, Urban Ventures entered a lease for the northerly 10 feet of the Midtown Corridor between Clinton Avenue and Fifth Avenue South, where the corridor is 120 feet wide. The leased area also includes parking space and access from Fifth Avenue.
Under?HCRRA's Land Use Management Plan,?the lease agreement will?establish?a?term for five years, September 1,?2026,?through?August 31, 2031, with?an annual?receivable?of $1. Either party may?terminate?the lease by giving?a 30-day written notice.
