BE IT RESOLVED, that the Executive Director be authorized to negotiate Subordinate Funding Agreement PR00007052 with the Metropolitan Council, to provide traffic signal preemption panels and panel systems at identified intersections along the METRO Green Line Extension project, with an end date of December 31, 2025, and with a not to exceed amount of $125,000; that following review and approval by the County Attorney's Office, the Chair be authorized to sign the agreement on behalf of the Authority; and that the Controller be authorized to disburse funds as directed.

Background:
As part of the METRO Green Line Extension Project, the Metropolitan Council allowed local governments to identify any local projects for design, environmental clearance, and construction by the METRO Green Line Extension project office. Funding for local projects is provided by the local unit(s) of government and administered by Metropolitan Council under Master Funding Agreement A142417 (Resolution 14-HCRRA-0071) and individual Subordinate Funding Agreements (SFAs) for identified local project activities.
Hennepin County identified traffic signals in need of ten preemption panels (nine to be installed in place, and one spare to retain on-hand) and two pre-emption panel systems to maximize traffic safety, management and efficiency along the Green Line Extension Corridor.
This board action will provide HCRRA funds allowing the Metropolitan Council to procure and install the identified traffic signal components as part of the Green Line Extension project.
