BE IT RESOLVED, that Amendment 1 to Joint Powers Agreement A2311995 with the City of Minneapolis for $250,000 from the Coronavirus Local Fiscal Recovery Fund available under section 603 of the Social Security Act, as added by section 9901 of the American Rescue Plan Act ("Federal Pandemic Funds"), and a sub grant $320,000 of the U.S. Department of Housing and Urban Development Emergency Solutions Grant ("ESG") to support the operation and staffing of winter seasonal shelters and drop-in centers, to extend the term from November 1, 2023 through December 31, 2024 to the term of November 1, 2023 through October 24, 2025, in a receivable amount $570,000 be approved; that the Chair of the Board be authorized to sign the amendment on behalf of the county; and that the Controller be authorized to disburse the funds as directed; and

BE IT FURTHER RESOLVED, that sponsorship and acceptance of grant funding for this program by the Hennepin County Board of Commissioners does not imply a continuing funding commitment by Hennepin County for these programs if these grant funds are not made available or when grant funds are no longer available.

Background:
Hennepin County and the City of Minneapolis jointly work together to make homelessness rare, brief and nonrecurring. Hennepin County acts as the lead entity in setting strategy and providing services, while the City supports the effort by working to build permanent supportive housing, supporting shelter capital improvements, and directing federal funds that it receives for responding to homelessness, in consultation with Hennepin County and community partners.
