BE IT RESOLVED, that Agreement PR00006196 with Mission Critical Partners, LLC with a not to exceed amount of $89,320, to provide a comprehensive growth-related staffing needs assessment for Hennepin County Sheriff's Office's public safety answering point during the period of July 1, 2024 through February 28, 2025, be approved, that the Chair of the Board be authorized to sign the Agreement on behalf of the County; and that the Controller be authorized to disburse funds as directed.

Background:
The Hennepin County Sheriff's Office (HCSO) has identified the need to obtain a professional services consulting firm to assist HCSO with conducting a comprehensive growth-related staffing needs assessment. An increasing public demand has led to a strain on public safety resources. This project will assess the PSAP's communications operations. The outcome will enable HCSO to make informed decisions that will lead to enhanced public safety services.

The HCSO public safety answering point (PSAP) serves a population of 1.27 million individuals in 39 cities covering more than 450 square miles. Hennepin County has experienced considerable growth which is projected to continue over the next ten years. In response, the HCSO wants to determine what the PSAP staffing numbers should be now and in the future.

In addition, considering future growth, HCSO wants to determine if the department is right staffed for today's environment based on industry metrics.

The staffing assessment will include a review of the PSAP's operational positions including call takers, dispatchers, trainers, supervisors, and administrative positions.
