BE IT RESOLVED, that a contract be awarded to Ti-Zack Concrete, Inc. for $957,394 to construct accessible pedestrian ramps and signals at various locations within the county (phase four), county project (CP) 2183300; that the Chair of the Board be authorized to sign the contract on behalf of the county; and that the Controller be authorized to disburse funds as directed.

Background:
As part of the Hennepin County Americans with Disabilities Act transition plan, the county is upgrading pedestrian ramps and signals at locations across the county in conjunction with pavement preservation work. The work is being constructed in phases, with phase four providing upgrades at 20 intersections along the following County State Aid Highways (CSAHs). Six of the signalized intersections will also include installation or upgrade of accessible pedestrian signals.

* CSAH 12 (Hayden Lake Road) at Yukon Avenue in Champlin
* CSAH 17 (France Avenue) from Morningside Road to CSAH 3 (Excelsior Boulevard) in Edina, St. Louis Park and Minneapolis
* CSAH 21 (50th Street) from Ewing to Aldrich Avenues in Minneapolis
* CSAH 23 (Marshall Street) at 31st Avenue in Minneapolis
* CSAH 61 (Hemlock Lane) at 69th Avenue in Maple Grove
* CSAH 101 (Troy Lane) at 89th Avenue in Maple Grove

On November 14, 2023, five bids were received for the project with the lowest responsive bid submitted by Ti-Zack Concrete, Inc. Project funding is available in CP 2183300 Safety and Asset Management, with expenses tracked in its associated subproject CP 2183344: 2023 Pedestrian Ramp Replacement phase four. Construction for the project is scheduled in 2024.
