BE IT RESOLVED, that the 2023 Community Development Block Grant (CDBG) award (Resolution 23-0175) to Aeon for rental rehabilitation project (Agreement PR00005243), with a not to exceed amount of $196,285, be rescinded and reallocated for distribution under the programs described herein; and

BE IT FURTHER RESOLVED, that the County Administrator be authorized to negotiate CDBG implementation funding agreement PR00006197 with the Hopkins Housing and Redevelopment Authority for the rehabilitation of public housing rental units, during the period July 1, 2024 through June 30, 2029, with a not to exceed amount of $296,285; that following review and approval by the County Attorney's Office, the Chair of the Board be authorized to sign the agreement, and other related documents as necessary, on behalf of the county; and that the Controller be authorized to disburse funds as directed.

Background:
Hennepin County is the lead entitlement agency for the Community Development Block Grant (CDBG) from the U.S. Department of Housing and Urban Development (HUD) on behalf of suburban Hennepin County (recognizing that the cities of Bloomington, Eden Prairie, and Plymouth directly receive/implement CDBG funds in their communities).

Hennepin County's 2023 Action Plan (Resolution 22-0175) included an allocation to Aeon of $196,285 to replace boilers at two affordable rental properties in New Hope. Aeon has subsequently declined this award. An amendment to the 2023 Action Plan (Resolution 23-0501) re-allocated this award (plus $100,000 in CDBG program income) for future rental rehabilitation.

Agreement PR00006197 with Hopkins Housing and Redevelopment Authority (HRA) will fund improvements to 76 public housing units, including fire suppression.
