BE IT RESOLVED, that the County Administrator be authorized to negotiate Amendment 1 to Agreement PW 44-20-23 with the City of Minneapolis for maintenance and operations of county roadways, bridges, pavement markings, traffic control signals, snow and ice control activities, and permitting, all performed by the city on county roadways located in Minneapolis, extending the end date from December 31, 2026 to December 31, 2027, with no change to the estimated annual county cost of $1,600,000; that following review and approval by the County Attorney's Office, the Chair of the Board be authorized to sign the Amendment on behalf of the County; and that the Controller be authorized to disburse funds as directed.

Background:
Hennepin County and the City of Minneapolis have entered into multiyear maintenance and operations agreements under which the City provides routine maintenance and operational services on county owned roadways within Minneapolis. The current agreement, PW 44-20-23, with an estimated annual cost of $1,600,000, is scheduled to expire on December 31, 2026 (Resolution 23-0425).

This agreement is functioning as intended and staff from both the County and the City are continuing to meet regularly to review existing services and associated costs identified in the current agreement. Extension of this agreement will support continued collaboration and learning. This additional time will also support discussions on potential future modifications to anticipate and address service levels and align with emerging initiatives or priorities of either agency.
