BE IT RESOLVED, Agreements A2613557 and A2613558 between Hennepin County and the State of Minnesota, acting through the Office of the Secretary of State for Hennepin County to provide election recount services if needed for the 2026 primary and general election for an automatic recount of votes pursuant to Minnesota Statutes 204C.35, sub 1 and Minnesota Rules part 8235.0200 for the 2026 Primary and General election, as necessary for state offices.

Background:
Pursuant to state law, the Minnesota Secretary of State has authority to delegate authority to conduct any required recount for state or federal offices to county auditors and municipal clerks. Through Agreements A2613557 and A2613558, the Secretary of State delegates authority to the Hennepin County Auditor to conduct any recounts required under Minnesota Statutes 204C.35 related to the August 2026 State Primary and the November 2026 State General Election in Hennepin County.
Hennepin County Elections will perform the recount of any votes cast within Hennepin County in accordance with all applicable Minnesota Laws and rules and the Minnesota Recount Guide. At the conclusion of the recount process Hennepin County will be paid four cents for each ballot sorted and counted in the course of the recount, with a minimum payment of $100. The total obligation of the State under this agreement will not exceed $50,000 for all Governmental Units. Hennepin County has entered into agreements to perform these recount services for many years.
