BE IT RESOLVED, that the County Administrator be authorized to negotiate the following agreements during the period August 15, 2026 to July 31, 2027, with a total amount not to exceed $324,375;

BE IT FURTHER RESOLVED, that following review and approval by the County Attorney’s Office, the County Administrator be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to disburse funds as directed.

Background:
Hennepin County has been selected for a $333,125 Great Lakes Thriving Communities Grant through the Minneapolis Foundation. The project will test an Earthshipinspired, ecofriendly building model in an urban setting, while creating a scalable training program that equips North Minneapolis residents with practical skills in sustainable construction, including hempcrete application, passive heating and cooling design, and rainwater harvesting. It will also establish a coordinated network of communityrun microresilience hubs across North Minneapolis to strengthen neighborhood preparedness and longterm sustainability. Hennepin County is partnering with Grow Us LLC, which will lead green workforce training, carry out community engagement, and help lay the groundwork for future resilience hub development.

Current Request: This request seeks authorization to negotiate Agreement PR00008745 with GrowUs LLC to perform green workforce training, community engagement, and resilience hub network expansion, at a NTE cost of $324,375.

Impacts/Outcomes: Approval of this request will allow for green workforce training, including instruction in hempcrete Earthship design and permaculture curriculum, for 12 community members.
