BE IT RESOLVED, that Amendment 1 to Agreement A2311884 with Council of State & Territorial Epidemiologists (CSTE) for an extension in the funding period for Public Health to serve as a Fast Healthcare Interoperability Resource (FHIR) client support pilot site and implement FHIR processes, during the period August 1, 2023 through December 31, 2024 with no change in not to exceed amount oof $250,000; that the Chair of the Board be authorized to sign the Amendment on behalf of the county; and that the Controller be authorized to accept and disburse funds as directed; and
BE IT FURTHER RESOLVED, that acceptance of grant funding for the program by the Hennepin County Board of Commissioners does not imply a continued funding commitment by Hennepin County for this program when grant funds are no longer available.

Background:
Through Resolutions 23-0013 and 23-0345, the board accepted $250,000 in funding for the Fast Healthcare Interoperability Resource (FHIR) client support pilot site development project. Through those funds, Hennepin County Public Health (HCPH) collaborated with the Minnesota Department of Health (MDH) to develop and implement a pilot test for a modern data sharing platform to provide infectious disease surveillance data.
Through this resolution, the funding period will be extended from July 31, 2024 to December 31, 2024 through a no-cost extension, allowing for additional time to support the continuation of the ongoing collaborative project between HCPH and MDH to develop modernized data exchange infrastructure. This work is part of a Centers for Disease Control and Prevention Data Modernization Initiative (DMI) to develop new policies and modern standards that will promote more robust and secure data access and exchange.
