BE IT RESOLVED, that the Executive Director be authorized to negotiate Amendment 1 to Lease Agreement A2110728 with the Native American Community Development Institute (NACDI) for rental of Hennepin County Regional Railroad Authority property located between Bloomington Avenue and 18th Avenue Sount in Minneapolis, reducing the leased area to allow for the reconstruction of the 18th Avenue South bridge over the Midtown Corridor, for the term May 1, 2026 through April 30, 2031, with a receivable amount of $1.00 per year, and that following review and approval by the County Attorney's Office, the Chair be authorized to sign the Lease Agreement on behalf of the Authority; and that the Controller be authorized to accept the funds as directed.

Background:
The Midtown Community Works program and the Hennepin County Regional Railroad Authority (HCRRA) partnered with the Native American Community Development Institute (NACDI) in 2021 to transform three vacant lots owned by HCRRA on the Midtown Corridor into an urban farm and community gathering place. NACDI has successfully operated the Four Sisters Farm on the lots since then, providing access to fresh healthy foods and serving as a learning environment for indigenous farming, medicine, and lifeways.

HCRRA and NACDI would like to continue the partnership and extend the lease for a five-year term. A slight modification is needed for the east side of the property to allow for reconstruction of the 18th Avenue bridge over the Midtown Corridor.
