BE IT RESOLVED, that Amendment 1 to Agreement A2311669 with the Minnesota Department of Human Services (DHS) for the provision of mobile mental health crisis services, allowing for adjustments to attachment names and budget spending periods, no change to term or amount be approved; that the Chair of the Board be authorized to sign the Amendment on behalf of Hennepin County; and that the Controller be authorized to accept and disburse funds as directed; and

BE IT FURTHER RESOLVED, that the sponsorship and acceptance of grant funding for the program by the Hennepin County Board of Commissioners does not imply a continued commitment by Hennepin County for this program when grant funds are no longer available.

Background:
Through resolution 23-0133 the Board accepted $3,250,738 receivable from DHS for the Public Health Cope Program to provide mobile mental health crisis services through March 31, 2024. Of those funds, $57,206 is provided through the Coronavirus Response and Relief Supplemental Appropriations Act (CAA) and Mental Health Block Grant (MHBG). The remaining $3,193,532 is provided through Community Based Services Federal Medical Assistance Percentage (HCBS-FMAP).

This amendment will allow for changes to the attachment names found in section "2.1. Duties" from "Attachment A" to "Attachment A-1" and section "3.1.a. Compensation" from "Attachment B" to "Attachment B-1." The spending period for the CAA funds has also been extended from June 30, 2023 to March 14, 2024, continuing compliance with the original terms of the agreement and expiration of March 31, 2024.
