BE IT RESOLVED, the County Administrator be authorized to negotiate Agreement PR00008204 with Beaudry Oil & Service, Inc. to provide fuel delivery services to the Hennepin County Energy Center facility located at 600 10th Avenue S, Minneapolis, MN 55415, during the period March 20, 2026 through December 31, 2034, with an estimated not to exceed amount of $2,000,000, be approved; and that following review and approval by the County Attorney's Office, the County Administrator be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to disburse funds as directed.

Background:
The Hennepin County Energy Center (Energy Center), located at 600 10th Avenue South in Minneapolis, is owned by Hennepin County and operated for the county by Ever-Green Energy. The Energy Center supplies steam for heat and chilled water to cool the Hennepin County Government Center, Hennepin County Medical Center, Public Safety Facility, Forensic Sciences Building, Juvenile Justice Center, Health Services Building, Municipal Building, and several buildings owned by private customers.

The primary fuel source for the Energy Center is natural gas. The secondary fuel source is needed for when natural gas is not available. Not having access to natural gas typically happens during extended cold weather events when gas utilities are concerned about supply issues. Having a secondary fuel source allows the Energy Center to continue to operate and meet the heating and cooling needs of critical government services, especially at the hospital, the Public Safety Facility, and the Juvenile Justice Center, when natural gas is not available.
