BE IT RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 39-40-26 (State Contract 1063814) with the Minnesota Department of Transportation (MnDOT) and the 106 Group Ltd. to perform an architectural history survey of County State Aid Highway (CSAH) 23 (Marshall Street) from 3rd Avenue NE to CSAH 153 (Lowry Avenue NE), county project (CP) 2984500, at an estimated county cost of $10,500; that upon review and approval by the County Attorney's Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to disburse the funds as directed.

Background:
Hennepin County, in coordination with the City of Minneapolis, is leading a roadway reconstruction project along CSAH 23 (Marshall Street).
Since the project includes federal funding, the Federal Highway Administration requires compliance with the National Historic Preservation Act, including completion of an architectural history survey. This survey will identify any significant or historical properties near the project that may be historically or culturally important and ensure they are considered and protected during the project. MnDOT will manage the survey, which is scheduled for completion in 2027.
Agreement PW 39-40-26 will authorize MnDOT and the 106 Group Ltd. to complete the architectural history survey. MnDOT will pay 80 percent of the consultant cost; Hennepin County will pay 20 percent (estimated county cost of $10,500). Project funding is available in CP 2984500.
