BE IT RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 26-73-23 with Wright County for construction of a new concrete crossing surface on County Road 139 (County Line Road), north of Trunk Highway 12 in the cities of Independence and Delano, county project (CP) 2183500, at an estimated county cost of $40,000; that upon review and approval by the County Attorney's Office, the Chair of the Board be authorize to sign the agreement on behalf of the county, and that the Controller be authorized to disburse funds as directed.

Background:
Resolution 19-0414, adopted on 11/5/2019 approved Agreement PW 27-73-19 with Wright County establishing routine maintenance responsibilities and cost participation for various roadways including Wright County/Hennepin County Road 139 (County Line Road). Agreement PW 27-73-19 requires the counties to enter into a separate construction cooperative agreement for cost sharing for extraordinary maintenance or construction work beyond routine maintenance.

Wright County is leading project efforts with Burlington Northern Santa Fe Railway (BNSF) for the replacement of the concrete railroad crossing panels on County Road 139, approximately 1,500 feet north of Trunk Highway 12, in the cities of Independence and Delano. Construction of the project is planned for 2023. The county will participate in 50% of construction costs, estimated to be $40,000.

Funding for the project is available in the capital project (CP) 2183500 - Cost Participation and Partnerships 2019-2023, with expenses tracked in its associated subproject CP 2183556 - County Road 139 Railroad Crossing.
