BE IT RESOLVED, that the Hennepin County Board of Commissioners appoints Liudmila Trandafilava to the unclassified position of Director of Security, effective July 8, 2025.

Background:
The County Board Open Appointments Policy and MN Statutes Section 383B.102 require that appointments to unclassified service have confirmation by the Board of County Commissioners.
Following an internal recruitment effort, the County Administrator is recommending Liudmila Trandafilava be appointed as the Director of Security.

Ms. Trandafilava brings over 8 years of experience with Hennepin County, serving in variety of roles within the Security Division. During this time, Ms. Trandafilava transformed the division, reshaping its structure, priorities, and vision to reflect a trauma-informed, customer service-centered model. Ms. Trandafilava strategically and calmly managed security operations during challenging times. She introduced and implemented several innovative initiatives, including the Safe Spaces program, which has supported over 100 individuals impacted by human trafficking and domestic violence. Additionally, Ms. Trandafilava built and strengthened numerous internal and external partnerships, developing collaborative efforts to address safety concerns. Her leadership has helped to build a culture rooted in safety, dignity, and responsiveness.

Prior to joining Hennepin County, Ms. Trandafilava managed security operations in the private sector, overseeing complex accounts for both government and corporate clients.

Ms. Trandafilava holds a Master of Business Administration from Hamline University and a Bachelor's degree in Business from University of St. Thomas, Minnesota.
