BE IT RESOLVED, that Amendment 1 to Agreement PR00006149 with Alliance for Cooperative Energy Services (ACES) be approved, expanding the agreement to include electrical-metering updates needed for transferring data to Midcontinent Independent System Operator (MISO) and adding an hourly rate schedule for the associated automation work; and that, following review and approval of the County Attorney's Office, the County Administrator be authorized to sign the Amendment on behalf of the county.

Background:
The county owns and operates HERC. The county contracts for various services related to operating HERC, including selling electricity.
Electricity generated by HERC is sold to the Midcontinent Independent System Operator (MISO) wholesale electricity market. The Agreement with ACES is for assistance in registering with MISO, managing electrical sales transactions with MISO, and coordinating all MISO capacity auction activities and submittals for HERC. This amendment expands the scope of services to include updating electrical metering to transfer data to MISO and includes an hourly rate schedule for this metering automation work. This project will ensure that the daily file transfer of HERC electrical data to ACES is completed through a secured system.
HERC processes 365,000 tons of trash and recovers metals and energy in the form of electricity and steam. HERC produces enough electricity to power 25,000 homes. Selling HERC’s electricity provides revenues for the county’s natural resources and forestry programming, as well as waste reduction and recycling initiatives.
