BE IT RESOLVED, that Agreement MDHA2412169 with the Minnesota Department of Health (MDH) for Public Health Emergency Preparedness and Response sustainability during the period of February 6, 2024 through June 30, 2027, receivable amount of $420,455 be approved; that the Chair of the Board be authorized to sign the Agreement on behalf of Hennepin County; and that the Controller be authorized to accept and disburse funds as directed; and

BE IT FURTHER RESOLVED, that a supplemental appropriation be made to increase the Public Health 2024 adopted budget by $420,455; and

BE IT FURTHER RESOLVED, that the sponsorship and acceptance of grant funding for the program by the Hennepin County Board of Commissioners does not imply a continued commitment by Hennepin County for this program when grant funds are no longer available.

Background:
The COVID-19 pandemic and other emergency responses confirmed the need to strengthen and modernize Hennepin County's approach to preparing for and responding to public health emergencies. The Response Sustainability Grant provides the necessary funding to address corrective actions, which will advance Hennepin County's readiness and address gaps in our ability to prepare for, respond to, and recover from public health emergencies.

The Response Sustainability Grant is newly provided funding from the state with three focuses areas: Workforce Capacity, Sustainability, and Health Equity. Planned activities under each focus area of the grant include:

* Workforce Capacity: Expanding disciplines that support emergency preparedness and response activities, training preparedness and response personnel using multiple delivery methods, and training personnel on community engagement strategies and best practices.
