BE IT RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 31-67-23 with the Metropolitan Council (Met Council) for cost participation and maintenance of six Metro Transit E Line Arterial Bus Rapid Transit (ABRT) platforms to be constructed as part of the County State Aid Highways (CSAHs) 36 (University Avenue) and 37 (Fourth Street) multimodal improvement project in the city of Minneapolis, county project (CP) 2167301, at an estimated receivable of $1,395,361 ($1,283,732 capital, $111,629 operating); that upon review and approval by the County Attorney's Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and

BE IT FURTHER RESOLVED, that the revenues for CP 2167301 be adjusted to add $1,283,732 in cost participation from the Met Council; that the project budget for CP 2167301 be increased by the same amount from $19,180,000 to $20,463,732 in the 2023 Capital Budget; and that the Controller be authorized to accept and disburse funds as directed.

Background:
History: The county, in collaboration with the City of Minneapolis, Minnesota Department of Transportation (MnDOT), Met Council, and University of Minnesota, is leading a multimodal improvement project along University Avenue and Fourth Street from Interstate (I)-35W to Oak Street. This project will complement the Metro Transit E Line ABRT project planned along these corridors.

In 2022, the board authorized negotiation and execution of various agreements relating to the project (Resolution 22-0199). After the passage of the resolution, the project scope expanded to include the construction of the six ABRT platforms along the project corridors as requested by the Met Council.
