BE IT RESOLVED, that the Hennepin County Board of Commissioners establishes the unclassified position of Chief Children and Family Services Officer effective February 22, 2026; and

BE IT FURTHER RESOLVED, that pursuant to Stat. ? 383B.102(c)(3), the Hennepin County Board of Commissioners approves the appointment of Kwesi Booker as the Chief Children and Family Services Officer, effective February 22, 2026.

Background:
Under Minn. Stat. ? 383B.102(c)(3) and Hennepin County's policy on Open and Unclassified Service Appointments, the county board approves appointments of personnel in the unclassified/at-will service.

Kwesi Booker brings more than 26 years of dedicated child welfare experience and over fifteen years of supervisory and managerial experience with NYC Administration for Children Services and other Child Welfare organizations in Philadelphia, Georgia and Washington. In his positions as DeKalb County Director and Assistant Secretary of Child Welfare Field Operations, Mr. Booker managed the day-to-day operations of large child welfare systems, including management of personnel actions, resource allocations, budget development and monitoring, and crisis and risk management.

As the Hennepin County Children and Family Services Director since January 2022, Mr. Booker has led programs and services designed to prevent maltreatment of youth and children, strengthen families, and find safety and stability when abuse occurs. Mr. Booker, Director of Children and Family Services, taking on increased duties and responsibilities to fulfill the needs of the department and the community.
