BE IT RESOLVED, that Amendment 1 to Agreement PR00007495 with Ostara Initiative Minnesota Prison Doula Project for parenting education for incarcerated parents at the Adult Corrections Facility (ACF), extending the contract period through September 30, 2027 and increasing the not to exceed amount by $56,000 for a new total not to exceed amount of $111,200, be approved; that the Chair of the Board be authorized to sign the Amendment on behalf of the County; and the Controller be authorized to disburse funds as directed.

Background:
Ostara Initiative provides parenting support doulas who lead parenting education classes, lead peer support groups, and facilitate supported visitation for residents of the Adult Corrections Facility (ACF). Parenting Education Classes are provided at the male and female facilities using Parenting Inside Out (PIO) curriculum. Peer support groups are based upon the Intentional Peer Support certification, which provide client-directed support in a 30-minute professional one-to-one visit. These visits typically focus on reentry and reunification plans, goal setting and conflict resolution. Parent educators and certified peer support professionals facilitate one hour supported visits for eligible program participants and their separated child(ren). The visits are held within the facility in a child-friendly professional visiting room. This core service focuses on enhancing parenting skills, reinforcing family connections, and aiding in the successful reentry of residents of the ACF.
