BE IT RESOLVED, that the award of Contract FC00000138 to Northland Mechanical Contractors, Inc. for the Plymouth and Maple Grove Libraries Heat Pump Replacement project (Sub Project 1010464, Capital Project 1006394), in the amount of $1,110,200 be approved; that the Chair of the Board be authorized to sign the contract on behalf of the county after the performance and payment bonds have been properly executed; and that the Controller be authorized to disburse funds as directed.

Background:
Plymouth and Maple Grove Libraries are heated and cooled using a geothermal heat pump system. Heat pumps extract or reject heat to and from the earth. For instance, in warm weather, the heat pump takes heat from the library and transfers it to the ground. In cold weather, the heat pump takes natural heat from the ground and transfers it to the library. These heat pumps that are at end of life and are due for replacement.
The project scope includes demolishing and replacing heat pumps, necessary piping, and related electrical work at each location.
Through a best value procurement process, a Request for Proposals was released on April 16, 2024. Four (4) proposal were received. Northland Mechanical Contractors, Inc. received the highest score, based on its cost, written submittals, and interview. Staff recommends that Northland Mechanical Contractors, Inc. be awarded this contract.
