BE IT RESOLVED, that the County Administrator is authorized to negotiate an agreement with North Memorial Health for the provision medical care to indigent Hennepin County residents during the period of May 2, 2023 through December 31, 2024, in the amount not to exceed $48,000,000; that following review and approval by the County Attorney's office and the County Administrator, the Chair of the Board be authorized to sign the agreement on behalf of the county; and the Controller be authorized to disburse funds as directed; and
BE IT FURTHER RESOLVED, that a supplemental appropriation of $24,000,000 to the 2023 Human Services and Public Health Budget is approved, that the 2023 budgeted use of fund balance in the Human Services and Public Health Budget is increased by $24,000,000.

Background:
The services provided by North Memorial Health are a critical component of healthcare in Hennepin County, especially for residents who utilize county services. North Memorial's Robbinsdale Hospital and their Minneapolis, Brooklyn Center and Brooklyn Park clinics are geographically located near areas with a high concentration of residents who utilize Human Services economic programs that include healthcare, food support, housing and cash support.
North Memorial's Robbinsdale Hospital and Emergency Department serve a high percentage of Medicaid and Medicare patients, with 80% or more of those patients being Hennepin County residents. North Memorial provides approximately 20,000 health care encounters with Medicaid patients annually. Medicaid encounters are underfunded by twenty percent on average.
