BE IT RESOLVED, the Joint Powers Agreement A2312020 (“Agreement”) with the Brooklyn Bridge Alliance for Youth (BBAY) be approved for continuation for a five-year term from January 1, 2027 through December 31, 2031 with no increase in the annual dues of $76,044, and adding certain BBAY employee benefits, including a sabbatical program; that following review and approval by the County Attorney's Office, the Chair of the Board be authorized to sign the Agreement on behalf of the county; and that the Controller be authorized to disburse funds as directed; and
BE IT FURTHER RESOLVED that the execution of the 2027-2031 Joint Powers Agreement with the Brooklyn Bridge Alliance for Youth will supersede the existing 2022-2026 Joint Powers Agreement.

Background:
Hennepin County has been a member in the Brooklyn Bridge Alliance for Youth (BBAY) JPA since 2009. The mission of BBAY is to coordinate a system of high quality, accessible, and fully resourced opportunities that lead to an increase in high school graduation rates, pathways to college and careers, and improve youth safety and wellbeing. The Joint Powers Agreement members include Hennepin County, Brooklyn Center, Brooklyn Park, North Hennepin Community College, Hennepin Technical College, Anoka Hennepin School District, and Brooklyn Center, Osseo, and Robbinsdale Area Schools.
Current Request: This request seeks approval to continue the Joint Powers Agreement A2312020 for the Brooklyn Bridge Alliance for Youth for another 5 years, from January 1, 2027 to December 31, 2031 maintaining the current annual dues of $76,044.
