BE IT RESOLVED, that the Hennepin County Board of Commissioners approves the appointment of Jason Stading as the Appointed Actuary for Hennepin Health for the purposes of rendering the statement of actuarial opinion regarding actuarial liabilities and assets, effective March 25, 2025.

Background:
Under MN Statute §62D.08, Subd. 2 & 3, and the NAIC Annual Statement Instructions, the newly Appointed Actuary for Hennepin Health must be approved by the Hennepin County Board of Commissioners.
Jason Stading, a Senior Consultant with Cirdan Health Systems and Consulting, a Health Management Associates company, has been retained by Hennepin Health as the Appointed Actuary for the purposes of rendering the statement of actuarial opinion regarding actuarial liabilities and assets. Mr. Stading is a Fellow of the Society of Actuaries and a Member of the American Academy of Actuaries and meets the qualification standards of the Academy for rendering the opinion.
This change was necessitated by the retirement of the prior Appointed Actuary, Nancy Nelson, from Cirdan Health Systems and Consulting. There were no disagreements with the Appointed Actuary during the previous 24 months. As required, a letter from Ms. Nelson stating that she is in agreement with this statement was provided to Hennepin Health.
This board action request aligns with Hennepin County disparity reduction efforts by improving access to culturally specific/sensitive health services and increase community well-being.
