BE IT RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 57-28-23 with the City of Greenfield to accept Local Road Improvement Program (LRIP) funds on behalf of the city for construction of Greenfield Road between Trunk Highway (TH) 55 and County State Aid Highway (CSAH) 10 (Woodland Trail) in Greenfield, county project (CP) 2230300, at no county cost; that upon review and approval by the County Attorney's Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; that CP 2230300 be established as a project in the 2024 Capital Budget with a budget of $3,000,000 to be funded with State General Obligation Bonds through the Minnesota Department of Transportation LRIP; and that the Controller be authorized to accept and disburse funds as directed.

Background:
The City of Greenfield is leading a project to construct Greenfield Road between TH 55 and Woodland Trail. The project will include a new roadway with curb and gutter, storm sewer, drainage, and landscaping. The city was awarded $3 million in State General Obligation Bonds through the LRIP for the project. Since the city has a population less than 5,000 it is not eligible to receive direct state aid funding. Therefore, the city has requested the county's fiscal project sponsorship.

The agreement identifies the city as the lead agency to develop and deliver the project and will authorize the county to act as the fiscal agent to accept the LRIP funds and reimburse the city. The city will be responsible for costs in excess of and/or not eligible for LRIP funds. After project completion, the city will own and maintain the improvements at no county cost.
