WHEREAS, the county enters into waste delivery agreements with haulers and municipalities for the delivery of waste into the county's solid waste system: and

WHEREAS, current waste delivery agreements expire on December 31, 2025 and the county has therefore negotiated and is currently executing new waste delivery agreements for the period of January 1, 2026 through December 2027 with haulers and municipalities, excepting cities of the first class, as authorized by Resolution #25-0410 and

WHEREAS, the City of Minneapolis, by resolution on December 11, 2025, has requested a one-year waste delivery agreement for the period of January 1, 2026 through December 31, 2026;

BE IT RESOLVED, that Agreement A2513181 with the City of Minneapolis for the delivery of acceptable waste collected in Hennepin County?during the period January 1, 2026 through December 31, 2026,?at a contract rate of $85 per ton be approved; that following review and approval by the County's Attorney's Office, the Chair of the Board be authorized to sign the agreement on behalf of Hennepin County; and that the Controller be authorized to receive funds as directed.

Background:
Hennepin County enters into waste delivery agreements with haulers that collect municipal solid waste from homes and businesses within the county for delivery to the Hennepin Energy Recovery Center (HERC) or the Brooklyn Park Transfer Station (BPTS). The current tip fee for disposal of the municipal solid waste at these facilities is $77 per ton. The City of Minneapolis's current waste delivery agreement will terminate on December 31, 2025, and the city has requested a new agreement through December 31, 2026. Waste delivery agreements minimize landfill disposal of municipal waste, which is required by state law.??
