BE IT RESOLVED that the Hennepin County Board of Commissioners establishes the unclassified position of Chief Healthcare Innovation and Strategy Officer effective March 9, 2026; and

BE IT FURTHER RESOLVED, that pursuant to Minn. Stat. ? 383B.102(c)(3), the Hennepin County Board of Commissioners approves the appointment of Dr. Charles Chima to the unclassified position of Chief Healthcare Innovation and Strategy Officer, effective March 9, 2026.

Background:
Under Minn. Stat. ? 383B.102(c)(3) and the County's policy on Open and Unclassified Service Appointments, the county board approves appointments of personnel in the unclassified service.

The County Administrator is recommending that Dr. Charles Chima be appointed to the unclassified position of Chief Healthcare Innovation and Strategy Officer, effective March 9, 2026.

Dr. Chima is an experienced leader in the areas of public health, health equity and healthcare innovation. Most recently he was the Chief Healthcare Innovation and Strategy Officer for the Washington State Department of Health where he led statewide strategy for aligning health care, public health, and social service systems to improve equitable access, strengthen health workforce and systems of care.

Previously, Dr. Chima has held positions as a public health director, program director and professor for population health and other research and academic positions in the health field. He also provided general medical care as a physician in outpatient and inpatient settings for low-income populations.
