WHEREAS, Tom Trisko served with unsurpassed duration and dedication as a member of the Capital Budgeting Task Force for the last 30 years, serving the residents of Hennepin County and District 3:

* from April 1993 to January 1999 on behalf of Commissioner Mark Andrew,
* from January 1999 to January 2014 on behalf of Commissioner Gail Dorfman, and
* from January 2014 to April 2023 on behalf of Commissioner Marion Green; and

WHEREAS, during his 30 years of service on the CBTF, Mr. Trisko reviewed and advised the county board on capital investments totaling over $6 billion - very likely impacting every asset owned by the county, including:

* hundreds of miles of county road and trail improvements,
* many major bridge replacements and rehabilitations including: Lowry Avenue, Hennepin Avenue, Franklin Avenue and Lake Street bridges over the Mississippi River,
* the Blue and Green Light Rail Transit lines,
* the construction of the Household Hazardous Waste and recycling facilities, the Public Safety Facility, the Medina Public Works Facility, the South Minneapolis Human Services Center, the 1256 Building, the Emergency Communications Facility, the Medical Examiner's Facility, and at least seven new libraries,
* the remodeling of nearly every county owned building including the purchase of the Family Justice Center, the expansion of all of the regional "dales" and the North Minneapolis Community Wellness Center which included an increase in the county's real estate portfolio of over 3 million square feet, and
* Acquisitions of the 701 Building and Thrivent Financial; and

WHEREAS, Mr. Trisko was also influential in encouraging the county to think and invest strategically, being present for:

* multiple government center courts restacking efforts,
* the medical center restructuring in 2007
