BE IT RESOLVED, that the Executive Director be authorized to negotiate Agreement PR00006308 with the City of Minneapolis for cost participation in the replacement of the 18th Avenue (county project (CP) 1010999) and Grand Avenue (CP 1011000) bridges over the Midtown Corridor at a not to exceed (NTE) amount of $4,262,414; that following review and approval by the County Attorney's Office, the Executive Director and Chair be authorized to sign the agreement on behalf of the authority; and that the Controller be authorized to disburse funds as directed; and
BE IT FURTHER RESOLVED, that the Executive Director be authorized to execute the necessary temporary and permanent easements with the City of Minneapolis to allow for construction, operation, and maintenance of these bridges.

Background:
The Hennepin County Regional Railroad Authority (HCRRA) owns 20 original bridges that span the Midtown Corridor in south Minneapolis. These bridges, carrying city streets, are between 109 and 112 years old. The City of Minneapolis and HCRRA have partnered in previous projects to replace some bridges along the corridor. Last year, four bridges were replaced (Resolution 23-HCRRA-0007). The Agreement identifies the city to lead the design and deliver the project. After completion, the city will own, operate, and maintain the new bridges.
The Federal Government will provide approximately $12.3 million in federal funding for construction of the two bridges. The City of Minneapolis and HCRRA will share the non?federal/non?state expenses as detailed in the Agreement. The current cost estimate for the two bridges is $23.95 million ($12.30 million-federal; $7.39 million-city, and $4.26 million-HCRRA).
Project construction is anticipated to begin in 2026.
