Direct periodical updates related to 2026 budget during Hennepin County committee meetings - offered by Commissioner Fernando

WHEREAS, in Minnesota and around the country, public organizations are facing funding risks at the federal and state levels; and
WHEREAS, reductions have targeted funding for critical food, housing and health programs that are essential to meet the needs of the most vulnerable in our community; and
WHEREAS, the early impacts of decisions that have been handed down are only the beginning of what are anticipated to be larger and more disruptive changes in fiscal policy; and
WHEREAS, strong oversight is needed to protect funding needed to deliver the foundational public services counties are tasked with delivering, and ensure Hennepin County is a good steward of public resources.
Resolution:
BE IT RESOLVED, that the Hennepin County Board of Commissioners directs the County Administrator to deliver periodic updates on the 2026 budget during meetings of the Administration, Operations and Budget committee; and
BE IT FURTHER RESOLVED, that the updates include the following:
• Current county staffing levels relative to the FTEs authorized in the 2026 budget
• Organizational financial performance measured as YTD Actuals vs YTD Budget
• Federal/state impacts - Tracking of fiscal or operational impacts that have already been realized, or known future impacts
• Risks staff are monitoring - (federal/state/others)
• Emergent budget drivers
