BE IT RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 14-85-25 with Soo Line Railroad, doing business as Canadian Pacific, for the construction and maintenance of a new crossing surface on County State Aid Highway (CSAH) 92 at DOT crossing #689150N in Greenfield, County Project (CP) 2210400, at an estimated cost of $68,250; that upon review and approval by the County Attorney's Office, the Chair of the County Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to disburse the funds as directed.

Background:
Canadian Pacific operates a freight transportation system serving the Twin Cities area. Canadian Pacific's tracks cross CSAH 92 roughly one-third mile south of Trunk Highway 55. This crossing has deteriorated and needs to be replaced.

Canadian Pacific will install a new concrete crossing surface on CSAH 92 in 2025. The county will detour vehicle traffic during construction, and repair and replace the roadway up to the crossing.

Funding for the project is available in CP 2210400 - Pavement Rehabilitation Program 2022 - 2026, with expenditures tracked in subproject CP 2210408 - 2025 Rehab - CSAH 92.

Current Request: This request seeks authorization to negotiate and execute Agreement PW 14-85-25 with Soo Line Railroad, doing business as Canadian Pacific, for construction and maintenance of a railroad crossing surface on CSAH 92 at DOT crossing #689150N, at an estimated county cost of $68,250.

Impacts/Outcomes: This action supports the county's Mobility 2040 goals, climate action and disparity reduction efforts by preserving and modernizing our transportation system and improving accessibility, mobility, and safety for all people using this crossing.
