Hennepin County's 2023 Prioritized Bridge Replacement List (no county cost)

WHEREAS:

WHEREAS, Hennepin County has reviewed the pertinent data on bridges requiring replacement, rehabilitation or removal, supplied by the county's bridge division through its annual bridge inspection program as mandated by the state and federal governments; and
WHEREAS, Hennepin County has identified those bridges that are highest priority and that need replacement, rehabilitation or removal within the next five years.
Resolution:
BE IT RESOLVED, that the following bridges are prioritized and Hennepin County plans to replace, rehabilitate or remove these bridges within the next five years and as funding is available; that the following 2023 Prioritized Bridge Replacement List be hereby approved; that Hennepin County does hereby request authorization to replace, rehabilitate or remove such bridges; and that Hennepin County does hereby request financial assistance from the Minnesota Department of Transportation (MnDOT) with eligible construction, approach grading and engineering costs on such bridges, as provided by law.

Background:
As required by the Minnesota Administrative Rules 8810.8200 (Construction, Reconstruction Grant Application) Subpart 1, a county board resolution is required to establish a program for the construction or reconstruction of key bridges owned by the county and identify these bridges to receive eligible state funding. Consistent with these requirements and complementary to the county's capital budgeting process, staff have updated the list of county bridges that are the highest priority for capital improvement based on the current condition of the county's highway bridge inventory. The last Prioritized Bridge Replacement List was approved in 2021 (Resolution 21-0425).
