BE IT RESOLVED, that a contract be awarded to Subsurface, Inc. in the amount of $160,680, for culvert lining installations along the Hennepin County Regional Railroad Authority's Dakota Rail Corridor between Commerce Boulevard and Westedge Boulevard in the city of Mound, project 1012266, with contract execution through December 1, 2028, with authorization to perform future task orders on HCRRA corridors up to a cumulative contract total not to exceed $600,000, and an option to extend one year until December 1, 2029; that the Chair of the Regional Railroad Authority be authorized to sign the contract on behalf of the authority; and that the Controller be authorized to disburse the funds as directed.

Background:
Various culverts on the Dakota Rail Corridor between Commerce and Westedge Boulevards need repair to extend their useful service life. Additional culvert lining installations are anticipated on this and other HCRRA corridors in 2027 and 2028. The locations and priority repairs are still being determined. Therefore, an Indefinite Delivery, Indefinite Quantity (IDIQ) contract will be used for CP 1012266. IDIQ contracts are used when exact quantities and delivery schedules are unknown at the time of contract award. Construction is anticipated to begin in fall 2026.
The project supports the County's goal of supporting Small Business Enterprises (SBEs) and meets the county's purchasing guidelines.
