BE IT RESOLVED, that the Hennepin County Board of Commissioners directs the county administrator to negotiate and establish a cooperative purchase agreement between Hennepin County and its subsidiary, Hennepin Healthcare Systems, Inc., in accordance with Minnesota State Statute 471.59.

Background:
Minnesota Statute Section 471.59 permits two or more governmental units (including city, county, town, school district, and other political subdivisions of the state) to enter into cooperative contracting agreements. Under this statute, Hennepin County has made a long-standing commitment to cooperative purchasing with other Minnesota municipalities dating back to 1967.
Cooperative Purchasing Programs provide opportunities to maximize purchasing power
and efficiency by combining with other entities to achieve joint contracts for commodities, equipment and services.
Hennepin County Purchasing rules authorize the County Administrator, on behalf of the County Board, to negotiate new cooperative purchasing agreements with other states, educational institutions, or public or private organizations for the purpose of accessing goods, commodities or service agreements contingent upon County Board approval.
Resolution 24-0373R1 directed the County Administrator to assemble a collaborative workgroup comprised of members from Hennepin County and Hennepin Healthcare Systems Inc. (HHS) to find opportunities for shared services and infrastructure that will reduce cost and maximize revenue and find efficiencies.
