BE IT RESOLVED, that the award of Contract FC00000080 to Donlar Construction Company for the PSF Fencing Project (CP 1009345) in the amount of $572,000 be approved; that the Chair of the Board be authorized to sign the contract on behalf of the county after the performance and payment bonds have been properly executed; that the Controller be authorized to disburse funds as directed; and that the County Administrator be authorized to sign any additional documents related to the project.

Background:
This project would add a modern, dynamic fence to the Public Safety Facility (PSF), replacing the temporary barriers that were erected in 2020.
For everyday use, the fence will have a clear opening at the plaza at 4th Ave South and South 5th Street. There will be movable locking panels that unfold to create a secure perimeter in the case of emergency. At night, solar panels will add a lighting element to the corners. The fence will comply with all city height, encroachment, and opacity codes.
The 2023-2027 Capital Improvement Program (CIP) includes a construction budget of $650,000 for the PSF Fencing Project.
Through a best value procurement process, a Request for Proposals was released on March 28, 2023 and 2 proposals were received. Donlar Construction Company received the highest score based on its cost, written submittals, and interview. Staff believes that Donlar Construction Company represents the best value to the county and recommends that it be awarded this contract.
