BE IT RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 36-44-26 with Three Rivers Park District for cost participation, maintenance, and ownership responsibilities relating to the construction of multimodal safety improvements for the Shingle Creek Regional Trail along County State Aid Highway (CSAH) 12 (Noble Parkway North) between Prestwick Parkway and 95th Avenue North in the City of Brooklyn Park, with an estimated county cost of $575,000 (a not to exceed of $315,000 from County Project 2201138, a subproject of 2201100 Cost Participation and Partnerships 2024 – 2028, and an estimated $260,000 from County Project 2201034, a subproject of 2201000 Safety and Asset Management 2024 – 2028); that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to disburse and accept funds as directed.

Background:
Three Rivers Park District, in collaboration with the county and the City of Brooklyn Park, is leading a project to construct a segment of the Shingle Creek Regional Trail along CSAH 12 (Noble Parkway North) between Prestwick Parkway and 95th Avenue North. The project is scheduled to begin construction in 2027, and includes the following improvements:

Upgrading of the existing sidewalk facility to regional trail standards
Multimodal safety enhancements
Accessibility upgrades

Funding for the county’s cost participation is available in 2201100 Cost Participation and Partnerships 2024 – 2028, and 2201000 Safety and Asset Management 2024 – 2028, with expenses tracked in their associated subprojects 2201138 and 2201034.
