BE IT RESOLVED, that Agreement PR00005845 with Children’s Law Center of Minnesota to provide legal representation to Hennepin County legacy youths - children whose parents’ rights have been terminated due to abandonment, abuse or neglect, ages 10-21, upon appointment by the Fourth Judicial District - Juvenile Court, for the period of March 1, 2024 through February 28, 2026, in the amount not to exceed $344,884 be approved; that the Chair of the Board be authorized to sign the Agreement on behalf of the County; and the Controller be authorized to disburse funds as directed.

Background:

A Request for Proposal (RFP) was issued on October 12, 2023. Children’s Law Center of Minnesota (CLC), the lone proposer, was selected for a new contract. Hennepin County has a long-standing contract history with CLC. Since March 2017, CLC has been the contracted vendor to provide direct legal representation to Hennepin County legacy children and youth, ages 10-21 years. Working with more than 250 dedicated volunteer lawyers, CLC provides their clients a voice in child protection matters and other court proceedings when significant decisions about their future are being made. CLC monitors progress toward adoption and advocates for critical services and necessary resources for their clients to become engaged, independent, and self-sufficient adults.

This request supports the county’s disparity reduction efforts in the justice domain by providing improved access to justice and supporting services that address and strengthen the well-being of legacy youths.
