BE IT RESOLVED, that the award of Contract FC00000151 to Noor Companies for the Public Safety Facility Automatic Transfer Switches Replacement project (Sub Project 1008331, Capital Project 1007236), in the amount of $2,330,693 be approved; that the Chair of the Board be authorized to sign the contract on behalf of the county after the performance and payment bonds have been properly executed; and that the Controller be authorized to disburse funds as directed.

Background:
The Public Safety Facility (PSF) in downtown Minneapolis is a secure facility that includes a jail, two courthouses, and offices for public defenders,

Automatic transfer switches (ATS) are electrical switch gears which allow for transfer of electric power from a normal utility grid source to a backup emergency generator source. The source then feeds electricity to the lights, HVAC equipment, electric motors, and appliances throughout the building. This transfer occurs during power outages, monthly testing of the system, and utility peak shaving requests.

This project request is to replace all three aging ATS switch gears that are experiencing grounding issues causing circuit breakers to trip. The new switchgears will include functionality to allow testing of the ATS without powering down the facility, which is a major disruption to PSF operations. This project will also add a temporary generator connection cabinet and a new ATS electrical room to house the equipment.

Through a best value procurement process, a Request for Proposals was released on May 14, 2024. Three (3) proposals were received. Based on the results of interviews with the proposers' key staff, cost, and written submittals, Noor Companies received the highest score. Staff recommends that Noor Companies be awarded this contract.
