BE IT RESOLVED, that the Hennepin County Board of Commissioners delegates authority to the County Administrator to negotiate and finalize agreement PR00006272 with Benefit Resource, LLC - An Inspira Financial Solution (BRI), for the provision of COBRA, retiree, and employee benefit continuation administrative services, for the period of January 1, 2025 through December 31, 2027 with a total not-to-exceed amount of $524,000; that following review by the County Attorney’s Office, the Chair of the Board be authorized to sign the Agreement on behalf of the County; and that the Controller be authorized to disburse funds as directed.

Background:
Human Resources released a request for proposals for COBRA, retiree, and employee benefit continuation services on January 11, 2024. Following review and evaluation, staff recommends that the contract be awarded to Benefit Resource, LLC - An Inspira Financial Solution.
The proposal is being recommended for the following reasons:
• BRI is able to perform all the necessary services as they exist today in addition to willingness to work with the county on further efforts to integrate a more seamless benefit continuation option for current and former employees.
• The county will see cost savings when compared to current year through BRI proposal with a multiyear rate guarantee and performance expectation metrics.
Benefit Resource, LLC - An Inspira Financial Solution is currently providing these services that meet and exceed performance expectations.
